This is not a “things to do” piece. Pearl Harbor on December 7 is a different visit than Pearl Harbor on a random Monday. Crowds are heavier, the tone is different, and normal USS Arizona Memorial ticketing does not apply. The official 2026 plan is now posted: the public ceremony begins at 7:30 AM, visitor center gates open at 6:15 AM, and no ceremony ticket is required. Here is what to know if you are planning to be there, plus what to know if you are on Oahu that week but want to give the commemoration the space it deserves.

National Pearl Harbor Remembrance Day is observed every December 7. It is recognized in federal law as an annual remembrance. Flags fly at half-staff across the country, and the ceremony at Pearl Harbor is the focal point of the national observance. December 7, 2026 is the 85th anniversary of the attack and falls on a Monday.

The 2026 theme is Courage of Commitment. The official 85th Commemoration schedule lists the National Pearl Harbor Remembrance Ceremony for 7:30 AM at Pearl Harbor National Memorial. The official visitor FAQ says the gates open at 6:15 AM, no ticket is required, and unassigned visitor seating is first come, first served.

The ceremony is open to the public, but the front and middle seating areas are reserved for invited guests. Arrive early if sitting matters. Parking at the visitor center is available and the normal $7 fee is waived on December 7; free bag storage is also planned until 10:00 AM.

The official week also includes the USS Utah ceremony at 4:30 PM on December 6 and the USS Oklahoma ceremony at 1:00 PM on December 7. Both memorials are on Ford Island, and the organizer says visitors need military or government ID access. The Blackened Canteen Ceremony at 5:00 PM on December 8 is invitation-only. General visitors should treat the public morning ceremony at Pearl Harbor National Memorial as the accessible centerpiece.

Pearl Harbor is not one ticket booth and one memorial. Start at the Pearl Harbor National Memorial visitor center on Kamehameha Highway; from there, the NPS memorial program and the shoreside Bowfin site are next to you, while the Missouri and Aviation Museum require the Ford Island shuttle:

• USS Arizona Memorial: the white concrete memorial spanning the sunken hull of the battleship, reached by a short Navy boat shuttle from the visitor center. Operated by the National Park Service and fee-free. On normal days, the Recreation.gov reservation carries a $1 non-refundable service fee; December 7, 2026 uses the special first-come access plan described below.
• USS Missouri Battleship Memorial: the "Mighty Mo," the surrender ship that marks the formal end of World War II. Operated by a separate nonprofit; paid admission. Located on Ford Island, reached by shuttle bus.
• USS Bowfin Submarine Museum & Park: a fleet submarine of the same class that sank Japanese shipping throughout the war. You can walk through the boat. Paid admission. Located shoreside, next to the visitor center.
• Pearl Harbor Aviation Museum: hangar-based, on Ford Island. Hangar 79 still carries strafing bullet holes from the attack. Paid admission, reached by the same Ford Island shuttle.

The visitor center on Kamehameha Highway is the gateway. Parking is there, security screening is there, the gift shop and on-site cafe are there, the Arizona Memorial film theater and museum are there, and the Navy shuttle boat to the memorial loads there. Plan to arrive with no bags. According to the NPS security policy, bags or containers that offer concealment are not allowed past the visitor center entrance unless they meet the posted exceptions, such as small wallets, clear bags, medical bags, or fixed wheelchair/stroller bags. Bag storage runs near the entrance; the anniversary FAQ says parking and bag storage are free during the stated December 7 windows below.

On a normal day, the Arizona Memorial program (the Navy boat ride, time on the memorial, and return) is free but timed-entry. The current Recreation.gov booking page lists a primary release eight weeks ahead at 3:00 PM Hawaii time and a smaller secondary release one day ahead at the same time. A reservation carries a $1 non-refundable service fee; the program itself is free.

December 7 is the exception. The official 85th anniversary FAQ says no advance USS Arizona Memorial reservations will be released for that date. Instead, Navy boats are planned from 12:00 PM to 3:30 PM on a first-come, first-served basis, as conditions allow. You do not need to set an October 12 ticket alert for December 7.

The ceremony and the memorial boat are separate decisions. If the ceremony is the reason for your visit, arrive for the 6:15 AM gate opening and treat the afternoon boat as optional. If standing on the USS Arizona Memorial is the priority, accept that first-come access can mean a long wait and that high winds, mechanical issues, or Navy operations can modify or cancel boats.

Recheck the official commemoration FAQ before travel. The public-access plan is posted now, but weather, security, and operational details can still change closer to December.

The Arizona Memorial program is free. The other three Pearl Harbor sites are run by independent nonprofits and charge admission. None of them require eight-weeks-ahead Recreation.gov reservations. You can buy tickets directly from each site, in advance online or on arrival. Prices change. Confirm current rates on each operator’s official site before you book.

• USS Missouri: general admission and upgraded tour pricing are listed on the official ticket page. Buy in advance for the anniversary.
• USS Bowfin Submarine Museum & Park: current admission is listed on the official visit page, including the boat walkthrough and the adjacent museum.
• Pearl Harbor Aviation Museum: current admission is listed on the official ticket page.

Multi-site bundle tickets are sold through the Pearl Harbor Historic Sites ticket hub and by commercial tour operators. Bundle contents vary between vendors and change over time, so check each seller’s current package against the individual site prices before you buy. If you only want one or two sites, buying direct is usually simpler.

Anniversary mornings draw a different mix than the regular visitor crowd: military personnel, veterans organizations, descendants, families, and visitors who came specifically for the commemoration. The mood is solemn rather than touristy.

The ceremony begins at 7:30 AM, and the visitor center gates open at 6:15 AM. Arrive earlier than feels necessary. Parking is available but the official FAQ calls December 7 a busy day, and visitor seating is first come, first served behind the reserved sections.

Dress for the morning rather than the afternoon. This is not a beach-cover-up occasion. Neat casual clothing is appropriate, and a light rain shell is sensible for an outdoor December program.

Keep phones pocketed during the formal program. Use your phone for what you need to, then let the ceremony breathe. None of this is a normal sightseeing stop.

Once the formal program concludes, expect the visitor center to move toward public visitor operations in stages. USS Arizona Memorial boats are planned from noon to 3:30 PM, first come, first served. If you came primarily for the ceremony, plan a quiet breakfast or museum stop between the formal program and the afternoon boat window rather than waiting in place for normal operations to resume.

December 7, 2026 falls on a Monday, so plenty of Oahu visitors will be on the island that week without any anniversary intent. A few practical implications if your trip overlaps.

If a normal Pearl Harbor visit is on your list and you do not have ceremony intentions, choose another date. December 7 has no normal advance Arizona reservation schedule, and the first-come boat window begins at noon. If December 7 is your only available day, arrive knowing that the ceremony—not an ordinary four-site touring day—sets the rhythm.

If you are on Oahu the week of the anniversary and the formal ceremony is not for you, the Pearl Harbor complex still has parts worth seeing on the days before and after. The Pearl Harbor Visitor Center museum is free, well-curated, and a quick walk-through. It carries the surface-level orientation that a lot of visitors don’t realize they’re missing until they’re standing on the memorial without context. The park film, now screened separately from the boat shuttle, is worth the twenty-three minutes it runs.

The USS Oklahoma Memorial on Ford Island gets visited far less than the Arizona Memorial across the channel from it. The memorial is a set of white marble standards honoring the ship’s lost crew. Access requires the Ford Island shuttle bus (bundled with the Missouri or Aviation Museum tickets) and the walk from the shuttle stop is short.

The Aviation Museum’s Hangar 79 is worth a separate mention. The hangar’s windows were strafed during the attack and the bullet holes were never repaired. Inside, you can stand a few feet from World War II-era American aircraft and a MiG-15 fighter, all in the same room where mechanics were trying to launch aircraft on December 7. The hangar is the closest thing Pearl Harbor has to a place where you can touch the attack without standing on water.

Getting there. Pearl Harbor National Memorial is on Kamehameha Highway, west of Waikiki via H-1. Allow extra time on December 7 morning; road access around the base and the visitor center approach tightens on the anniversary. Official address: 1 Arizona Memorial Place, Honolulu, HI 96818.

Parking. Parking is available at Pearl Harbor National Memorial. The official anniversary FAQ says the normal $7 visitor-center parking fee will be waived on December 7. It is still a busy day, so arrive early and recheck the FAQ for any later traffic or overflow instructions.

Bag policy. Bags, packages, and containers that offer concealment are not allowed inside the security perimeter unless they fit one of the posted exceptions, such as clear bags, small wallets, medical bags, or fixed wheelchair/stroller bags. The anniversary FAQ says bag storage will be free until 10:00 AM on December 7; the regular security policy still applies.

Time budget. On a normal day, allow 6–8 hours for all four sites or 2–3 hours for the Arizona Memorial program and visitor center museum. December 7 is different: gates open at 6:15 AM, the ceremony begins at 7:30 AM, and the Arizona boat window is planned for noon to 3:30 PM. Do not try to force a normal four-site itinerary onto that schedule.

Accessibility. The visitor center, theaters, exhibit galleries, Navy shuttle boats, and USS Arizona Memorial are accessible for visitors using wheelchairs or scooters, though the visitor center does not provide wheelchairs. Call the park information line at (808) 422-3399 with specific access questions. For the Missouri and the Aviation Museum on Ford Island, confirm current accessibility directly with each venue before booking.

Tour combination. Several commercial Pearl Harbor tour packages include Waikiki hotel pickup, guided pacing, and one or more of the paid sites. Verify each operator’s current offering before paying. For December 7 specifically, confirm in writing that the operator is following the ceremony-day schedule; a normal Pearl Harbor package may not match the early gate opening or the first-come afternoon boat plan.

A milestone anniversary at a memorial site is a different visit than a regular one, but the milestone is not the point. The point is the morning itself: the white concrete arch standing over the Arizona’s sunken hull, the working harbor around it, and the fact that December 7 is the one morning a year when Pearl Harbor most clearly stops being a tourist destination and returns to being a Navy base where men were lost.

The 85th anniversary asks visitors to do more than arrive at the right time. Read the official access plan, leave room for families and invited guests, and give the morning the attention it deserves.
