If you have a July or August Oahu trip on the calendar, the move this week is to open Recreation.gov and check Pearl Harbor tickets for your dates. The USS Arizona Memorial program itself is free. Slots are limited. Morning times fit cleanly into a half-day plan, and they go first.

Recreation.gov warns directly that program tickets are limited and “may be reserved in their entirety in several minutes.” Plenty of visitors find out about that the night before they were planning to drive out. By then it’s usually too late.

Pearl Harbor National Memorial is a unit of the National Park Service. Entry to the visitor center grounds is free. You can walk the harbor-edge paths, watch the introductory film, and browse the museum exhibits without paying a cent and without a reservation. The white memorial bridge over the sunken USS Arizona is visible from the shore for anyone who walks in.

What requires a reservation is the boat shuttle out to the memorial itself. That short ride across the harbor, the time spent standing on the memorial above the wreck, and the return trip — that’s “the program,” and that’s what fills up.

Three other paid attractions sit on the same site, all run by separate nonprofits with their own ticketing: the Battleship Missouri Memorial, the USS Bowfin Submarine Museum, and the Pearl Harbor Aviation Museum (formerly the Pacific Aviation Museum, renamed in 2021). They are not part of the NPS site and require their own tickets.

The Arizona Memorial program is reservable through Recreation.gov, which charges a $1.00 non-refundable reservation fee per ticket. The program itself is free, including the boat ride.

Tickets release in two waves. The advance batch opens up to 8 weeks (56 days) before the visit date on Recreation.gov. A smaller day-before batch releases at 3:00 PM HST the day before your visit. That’s the language to use, and Recreation.gov is the only authoritative source for the current schedule. Skip the third-party sites that may be quoting old rules.

The system has gone through changes, but the broad pattern stays the same. Per Recreation.gov, reservations are non-transferable and “may not be transferred, exchanged, sold, or reproduced.” From our own years of helping visitors plan Pearl Harbor mornings: morning slots fill before afternoon ones, and summer dates fill earlier than winter dates.

Practical translation if you have a July or August trip: open Recreation.gov this week. Pick the day you want. If your preferred morning slot is gone, take an early afternoon slot. That beats showing up without a ticket and being told the program is full.

Walk-up visitors with no reservation get the visitor center, the museums, the bookstore, and the harbor-edge views. All of that is genuinely worth the trip on its own. What they don’t get is the boat ride out to the memorial.

That’s the trade-off. If you’re tight on time and willing to skip the boat, you can show up at opening and have a meaningful 90 minutes on the grounds. If you specifically came to Hawaiʻi to stand on the USS Arizona Memorial, that part requires the reservation, full stop.

The visitor center is open daily from 7:00 AM to 5:00 PM per the NPS, closed Thanksgiving, Christmas, and New Year’s Day. Check that page before you drive out, since hours occasionally shift around major commemoration events.

Most first-time visitors underestimate how much time the full Pearl Harbor experience takes. The Arizona Memorial program is a 45-minute ticketed program from check-in through return. Add the visitor center museums and you’re at half a day before you’ve started anything else.

Two realistic ways to plan the visit:

• Half-day version (3–4 hours): Arizona Memorial program, visitor center museums, and an exterior look at the Bowfin from the dockside walk. Skip the paid Bowfin sub tour, the Battleship Missouri, and the aviation museum on this trip.

• Full-day version (6–8 hours): Arizona Memorial program first thing, then the Battleship Missouri (separate ticket, complimentary shuttle from the visitor center), then either the paid Bowfin sub tour or the Pearl Harbor Aviation Museum on Ford Island. The aviation museum is reached by its own shuttle and works best as the afternoon stop.

A guided package that bundles the Arizona Memorial with the Missouri and aviation museum can save you the logistics of running between three separate ticket systems. Pearl Harbor enforces a strict no-bag policy across the entire site, not just the memorial program. Purses, backpacks, camera bags, diaper bags, and fanny packs are all banned past the security check.

You have two options. Leave bags in your rental car (visible bags get broken into in Hawaiʻi parking lots, so read our car break-in prevention guide first). Or use the paid bag storage at the visitor center entrance, which is run by the Pacific Fleet Submarine Memorial Association. Storage runs around $7 per standard bag and $10 for larger luggage, and from our visits the line can get long mid-morning.

Phones, cameras, wallets, and water bottles are fine to carry in. Strollers are allowed on the grounds (but not on the boat or in the theater, per NPS). Service animals are welcome in all public areas. The full prohibited-items list is on the NPS safety page.

First fallback: the 3:00 PM HST day-before release on Recreation.gov. Set an alarm, refresh, and grab whatever opens up. Plenty of summer visitors get on the boat this way.

Second fallback: a guided tour package that includes the Arizona Memorial program. Some Pearl Harbor tours include prearranged Memorial reservations as part of their itinerary. Confirm that explicitly with the operator before you book, since not every tour does. Third fallback: do the visitor center on Day 1 of your trip and try the day-before window again for Day 3 or 4. Multi-day flexibility is the easiest way to land on the memorial without giving up another item on your itinerary.

If your Hawaiʻi trip lands in July or August and Pearl Harbor matters to you, lock in the boat reservation first. Go to Recreation.gov and grab the best slot still available for your date. The $1 reservation fee is the cheapest insurance you’ll buy on the trip. Then sort out separate attraction tickets, parking, and bag storage before you go. The boat across the harbor is the one piece you can’t fix on the morning of.
