Rental car, shuttle, taxi, or rideshare?
The right answer changes by island. Oahu is the exception; neighbor islands are still car-first for most visitor trips.
Most major rental companies add a daily young-renter surcharge for drivers ages 21-24, and some vehicle classes may be restricted. If you are under 21, do not assume you can rent at a Hawaii airport counter; policies vary by company and are much tighter outside limited exceptions such as official government or military travel.
