Hawaiʻi County's lease for Punaluʻu Black Sand Beach Park ends Saturday, August 29, 2026. County-managed services stop after that date, but the County did not announce that the shoreline itself will close.
Punaluʻu is also listed as closed in the Hawaiʻi Tourism Authority’s August 19 property-specific Hurricane Lala update. Do not drive there until the established entrance, designated parking, and any needed facilities are confirmed.
This is a management change, not a clear open-or-closed answer for August 30.
In an August 27 announcement, Hawaiʻi County said negotiations with the private landowner, Black Sand Beach, LLC, ended without a new agreement. The County's lease ended August 29. County-managed park services then ceased, and the facilities and improvements reverted to the landowner.
The County has leased the 6.8-acre park site from successive private landowners since at least 1954. The current lease dates to 1998 and covered the familiar parking, pavilions, bathrooms, and campground.
The County says it offered a new 10-year lease beginning at $159,300 per year, with 3% annual increases. The landowner declined. A possible County purchase through the Public Access, Open Space, and Natural Resources Preservation Commission program also ended when the landowner declined to sell through that process.
The management change affects the park facilities beside Punaluʻu's black-sand shoreline.
The County announcement does not say the shoreline will close. It also does not name a replacement operator or publish post-lease rules for the entrance, vehicle parking, restrooms, trash service, pavilions, camping, hours, or staffing.
On August 31, Hawaii News Now reported that the landowner offered Hawaiʻi County a free 10-year conservation easement intended to preserve public access. The County had not said whether it would accept. An offer is not an executed easement or a published operating plan.
A broad promise of public shoreline access would not answer those practical questions. Until a current operator posts details, an old map listing or county facility page cannot prove that the former setup is operating.
There is a second layer of uncertainty right now. The Hawaiʻi Tourism Authority's August 19 property-specific Hurricane Lala update lists Punaluʻu Beach Park as closed. We found no later official reopening notice.
Treat Punaluʻu as a conditional stop until both storm recovery and the post-lease access plan are clear.

On the morning you intend to visit, confirm that the established entrance and designated parking are open. If you need a restroom, an accessible route, a pavilion, or camping, verify that specific facility rather than assuming it carried over from county management. Do not use an improvised road, park on the shoreline, or enter around a closure.
Keep the rest of a Kaʻū day flexible. Route 11 is open with repair work continuing, but state agencies still ask visitors to give recovering communities and crews space. The nearby Punaluʻu Bake Shop is also temporarily closed after Lala damage, with no reopening date announced.
The accurate answer today is narrow: county management ended after August 29, the shoreline was not officially declared closed by that announcement, and the proposed easement has not been accepted or translated into a visitor operating plan. Plan around what is confirmed, not what an old listing or an unsigned offer implies.
